🏗️ Naperville Officials Propose $190 Million in Capital Projects in 2026

Driving the news: Naperville City Council held the first of up to three workshops to review the proposed 2026 municipal budget, spotlighting the $190 million Capital Improvement Plan (CIP), a 6% increase from last year. Key topics included underground electric utility conversions, sidewalk replacements, and other infrastructure projects aimed at maintaining and upgrading city services.

Details:

  • The 2026 CIP operates under the guiding themes “money with a mission” and “every dollar has a job,” ensuring all funds support projects that are achievable, effective, and aligned with city priorities.

  • The cost-share sidewalk replacement program, where the city paid 60% and homeowners 40%, is being phased out. Staff time and administrative costs, totaling over $19,800, were cited as reasons for ending the program. Maintenance will now rely on alternative funding, such as home rule sales tax revenue.

  • Underground electric utility conversions are being pursued in two tiers: Tier one ($18 million) focuses on major roadways and key equipment; Tier two ($35 million) extends to residential backyards. The council approved Tier one to balance aesthetics, reliability, and cost.

  • Residents are divided over backyard disruptions from underground work, reflecting a mix of excitement for improved reliability and concerns about construction impacts.

The big picture: The 2026 budget and CIP represent a strategic approach to maintain Naperville’s infrastructure, manage city resources responsibly, and modernize essential services. By phasing out outdated programs and focusing on targeted, high-impact projects, the city is preparing for sustainable growth while keeping residents’ quality of life front and center.

What’s next: Naperville will hold the second budget workshop on Tuesday, Oct. 28, focusing on general operations, followed by a potential third session on Monday, Nov. 10. The City Council is expected to vote on the final 2026 budget and the 2025 tax levy in December.
